Government's strategic agenda
On 10 March 2021, the Government of the Republic of Lithuania approved the Plan for the Implementation of the Provisions of the Eighteenth Programme of the Government of the Republic of Lithuania, in which Ministers indicated their strategic actions (projects) at each of the twelve missions (priorities) of the Government Programme.

Reforms for the Government’s term of office (five strategic actions (projects) in the Prime Minister's portfolio of strategic action (projects):
- Civil service reform;
- Progress programme ‘Millennium High Schools’;
- Digital education transformation EDtech;
- Development of innovation ecosystem in science centres, establishment of an innovation agency, and development of mission-oriented science and business innovation programmes;
- Development of a model for the provision of long-term care services.
It is planned that drafts for the implementation of strategic actions (projects) necessary for reforms will be developed and submitted to the Government for consideration by 31 May 2021.
The Prime Minister’s portfolio of strategic actions (projects) also includes the commitment of the Plan for the Implementation of the Programme of the Eighteenth Government to draft the State Progress Strategy Lithuania 2050, and seven more strategic actions (projects) for Ministers in the fields of public administration, education, and strategic infrastructure.
- Functions review and optimal network of institutions (public administration system);
- Public and administrative services (including regional quality assurance);
- Strategic goal-oriented general government financial planning;
- Sustainable synergy between culture and education (integration of culture and creativity in education);
- An effective threat resilience-building and crisis and emergency management system;
- Secure power system (synchronisation of power system with the West and blockade of the Astravets Nuclear Power Plant);
- Development of strategic rail and road transport connections
The actions will be prepared for implementation and monitored through the project management system in accordance with the provisions and procedures for the planning, implementation, monitoring, change management, completion, and benefit assessment of the projects and project programmes in the Prime Minister’s portfolio of strategic projects under Resolution No. 712 of the Government of the Republic of Lithuania of 22 June 2020 “On the Approval of the Description of Project Management Procedures”.
Ministerial strategic actions (projects) are related to or implementing the horizontal objectives of the Plan for the Implementation of the Provisions of the Programme of the Government (digital transformation, Green Deal, and reduction of exclusion, including regional development). Ministers are responsible for 11 strategic actions (projects) related to the achievement of the horizontal objectives, and the implementation will be coordinated and advisory support will be provided by the Chancellor of the Government and the Office of the Government.
Digital Transformation
- e-Government 360°: open data (Ministry of the Economy and Innovation);
- e-Government 360°: digital transformation (Ministry of the Economy and Innovation);
- e-culture (Ministry of Culture);
- Digitisation of social security and employment systems, and integration of IT systems (Ministry of Social Security and Labour);
- Digitisation of health system (Ministry of Health);
- Migration policy (and integration) in the spirit of the times (Ministry of the Economy and Innovation);
Green Deal
- Implementation of environmental economic measures and building sustainability of investment (Ministry of Environment);
Regional Development
- Boosting the investment potential and attractiveness of regions through favourable conditions for business and jobs (Ministry of the Interior);
- Inclusive self-government empowered to address social, economic, and territorial matters (Ministry of the Interior);
- Ensuring quality public services in regions (quality living conditions) (Ministry of the Interior);
- Increasing financial independence of municipalities (Ministry of Finance).
The Plan for the Implementation of the Provisions of the Programme of the Government presents the strategic actions (projects) of Ministers, which are not included in the Prime Minister’s portfolio of strategic actions (projects), and which do not require coordination support from the Office of the Government. They will be implemented through the project management system, and progress will be monitored through the Portfolio and Project Management Information System (PPMIS).
The fourth level consists of strategic actions (projects) of Ministers, the preparation, implementation, and project management monitoring of which will take place at the ministerial level.
