Quarantine announced throughout the territory of the Republic of Lithuania (attached resolution)

Cross-border and domestic movements:

• To prevent the entry of foreigners into the Republic of Lithuania, except for the citizens of the Republic of Poland arriving for the purpose of work, business or studies, the citizens of the Republic of Estonia or of the Republic of Latvia, foreigners who are family members of the citizens of the Republic of Lithuania (parents (adoptive parents), children (adopted children), spouses and carers), also the crew members, who are employed in Lithuanian companies engaged in international commercial transportation, or who carry out international commercial transportation by all the means of transport, also persons holding a national visa and arriving for the purpose of work, business or studies, persons entitled to reside in the Republic of Lithuania, persons enjoying immunities and privileges under the Vienna Convention on Diplomatic Relations (1961) and the Vienna Convention on Consular Relations (1963) and persons serving in NATO and NATO military units and the personnel serving them and their family members, health professionals arriving for the provision of transplant services, as well as the exceptions referred to in paragraph 3.1.3 of this Resolution, and the foreigners who, in exceptional cases, shall be allowed entry to the Republic of Lithuania on the basis of an individual permission by a minister holding the jurisdiction in the respective realm, and whose entry has been approved by the Government. The crew members, who carry out international commercial transportation by all the means of transport, shall transit through the territory of the Republic of Lithuania without a necessary stop.
• State border crossing shall be carried out at the following international border crossing points:by road: Kalvarija - Budzisko, Saločiai - Grenstale, Butingė - Rucava, Smėlynė - Medume, Medininkai - Kamenyi Log, Raigardas - Privalka, Kybartai - Chernyshevskoye, Panemunė - Sovetsk, Šalčininkai - Benjekoni, Lazdijai - Ogrodniki. The entry of persons and/or their private passenger cars into the territory of the Republic of Lithuania shall be allowed only at the following international state border crossing points: Kalvarija - Budzisko, Saločiai - Grenstale, Butingė - Rucava, Smėlynė - Medume and Lazdijai - Ogrodniki. The entry of diplomatic transport shall be allowed at all the road state border crossing points. In exceptional cases, the entry of persons and/or their private passenger cars shall be allowed into the territory of the Republic of Lithuania at other international border crossing points specified in this subparagraph, where there is a permission by the Head of the State Border Guard Service under the Ministry of the Interior of the Republic of Lithuania or his authorised person.; by railway: Vilnius railway station, Stasylos - Benjekoni, Kena- Gudagai, Šeštokai – Trakiszki. Border crossing for commercial and/or international freight transportation shall be additionally carried out at the following international state border railway crossing points: Stasylos – Benjekoni, Pagėgiai - Sovetsk, Joniškis - Meitene, Turmantas – Kurcums and Kybartai - Nesterov; airports: Vilnius, Kaunas, Palanga and Šiauliai international airports’ border checkpoints; sea ports: Pilies, Malkų įlankos, Būtingė oil terminal and Molo border crossing points.
• A transit of persons returning to their country of residence or in whose respect a reasoned request has been made by a foreign country, shall be allowed through the territory of the Republic of Lithuania without a necessary stop, in formed groups of persons or vehicles with ensured compulsory escort (convoy) of these groups from the entry into the Republic of Lithuania to the international border crossing points. The facilitated transit of persons through the Republic of Lithuania from the territory of the Russian Federation to Kaliningrad region of the Russian Federation and backwards shall be carried out only at Kena railway border checkpoint and Kybartai railway border checkpoint under the conditions laid down by the Minister for Foreign affairs of the Republic of Lithuania.
• Persons who have returned or arrived from foreign countries shall fall subject to 14 days’ isolation, except for the citizens of the Republic of Poland returning or arriving for the purpose of work, business or studies, and the citizens of the Republic of Lithuania returning or arriving from the Republic of Poland, where they went for the purpose of work, business or studies, the citizens of the Republic of Estonia and of the Republic of Latvia and the citizens of the Republic of Lithuania returning or arriving from the Republic of Estonia and from the Republic of Latvia, the crew members, who are employed in Lithuanian companies engaged in international commercial transportation, or who carry out international commercial transportation by all the means of transport, health professionals arriving for the provision of transplant services, and members of official delegations, diplomats and special couriers working on transit trains, referred to in paragraph 3.1.3 of this Resolution, and citizens of foreign countries transiting through the Republic of Lithuania with compulsory escort (convoy) to the country of their residence, who have no COVID-19 (coronavirus infection) symptoms. The crew members, who are employed in Lithuanian companies engaged in international commercial transportation, or who carry out international commercial transportation by all the means of transport, shall fall subject to isolation from the day of arrival in the Republic of Lithuania until the day of departure from its territory, but no longer than 14 days. The National Public Health Centre under the Ministry of Health shall organise screening of all persons who have returned or arrived from abroad, except for the returning or arriving citizens of the Republic of Estonia and of the Republic of Latvia, the citizens of the Republic of Lithuania returning or arriving from the Republic of Estonia and from the Republic of Latvia, for the symptoms of COVID-19 (coronavirus infection) at the international border crossing points referred to in paragraph 3.1.2 of this Resolution. Where the crew members transiting through the territory of the Republic of Lithuania while carrying out international commercial transportation by all the means of transport, are found to have the symptoms of COVID-19 (coronavirus infection), the State Border Guard Service under the Ministry of the Interior of the Republic of Lithuania shall prevent the entry of these persons into the territory of the Republic of Lithuania, except for the citizens of the Republic of Lithuania and persons entitled to reside in the Republic of Lithuania.
• Restrictions shall be imposed on the flows of passengers using long-distance and suburban regular passenger transport services: they shall be required to travel seated maintaining the distance of at least one meter from each other. Special safety precautions shall be taken by disinfecting the vehicles at the beginning and end of the trip for each route. This provision is recommended for urban passenger transport too.
• Entry of cruise ships into Klaipėda State Seaport shall be prohibited.
• Protective equipment (personal protection and medical device class I: protective spectacles and visors, face shields, mouth-nose-protection equipment and protective garments) listed in Annex I to Commission Implementing Regulation (EU) 2020/568 of 23 April 2020 making the exportation of certain products subject to the production of an export authorisation, shall be allowed to be exported to third countries, with the exceptions referred to in Article 2(4) and (5) of Implementing Regulation (EU) 2020/568, only at the decision of the State Commander of National Emergency Operations. The movement of other goods shall not be restricted.
• To obligate persons: to visit or stay in parks and other open public places in groups of no more than two, except for close relatives, adoptive parents, adoptive children, guardians and carers, while keeping a safe distance (more than 2 meters and less than 15 minutes contact), avoiding direct physical contact and observing personal hygiene requirements; who are above six years of age, to wear protective equipment covering nose and mouth (face masks, respirators or other equipment) in public places, except: when eating and drinking in the catering establishments referred to in paragraph 3.2.6.2 of this Resolution; high-performance training for athletes; when away from populated areas (cities, towns, villages, single-homestead settlements and dacha (garden) settlements) and where there are no other people within the radius of 20 metres, except for close relatives, adoptive parents, adoptive children, guardians and carers; when swimming in surface water bodies or engaging in water sports and recreation.
• Transportation of passengers and/or their private passenger cars to the Republic of Lithuania by passenger ships/ferries shall be prohibited, except for the ferries running on the routes between Kiel - Rostock - Travemünde and Klaipėda, where passengers are not picked up at intermediate ports and where the minimum contact with bystanders is ensured at the intermediate ports during the change of ferries. At the submission of the Minister of Foreign Affairs, in exceptional cases, a decision regarding permission shall be taken by the Government of the Republic of Lithuania.
• Passenger flights to the international airports of the Republic of Lithuania shall be performed only subject to an individual permission to operate issued by the Lithuanian Transport Safety Administration under the order of the Minister of Transport and Communications, having regard to the submission by the Minister for Foreign Affairs, except for the flight destinations  which will resume subject to Government’s approval at the recommendation of the Minister for Foreign Affairs.
• From 10 April 2020, 20:00 until 13 April 2020, 20:00, in the territory of the Republic of Lithuania, people shall be restricted from going to the cities or towns of a municipality other than their place of residence, except in the cases of the death of their close relatives or work, where the workplace is in another municipality, or urgent medical assistance. This restriction shall not apply to those going to a municipality other than their place of residence, where they have immovable property owned by them.
• From 16 April 2020, 07:00 until 24 April 2020, 24:00, it shall be prohibited: to enter the town of Nemenčinė, except for the residents of the town of Nemenčinė returning to the town, the persons from other territories who work in Nemenčinė, also those holding a permission issued by the National Public Health Centre under the Ministry of Health (hereinafter ‘the NPHC’); to leave the town of Nemenčinė, except for the residents leaving it because of employment relations in other territories, the persons from other territories who work in Nemenčinė, the persons travelling to another territory for urgent medical assistance, also those holding a permission issued by the NPHC; the movement of transport in the town of Nemenčinė, except for the movement related to the transportation of passengers and freight, also trade, the movement of the residents in their private vehicles and the movement of persons referred to in paragraphs 3.1.14.1 and 3.1.14.2 of this Resolution.

The activities of public and private sectors:

• State and municipal institutions and bodies and state and municipal enterprises shall organise their work and provide customer services in such a way as to ensure the required conditions laid down by the State Commander of National Emergency Operations for public health safety, hygiene and the provision of persons with necessary personal protective equipment, or remotely. The private sector is recommended to organise work in the same manner as the public sector.
• Downtime will not be applied with respect to the employees of state and municipal budget establishments, health care establishments, regardless of their subordination and legal form, unless all the possible forms and methods of work arrangement, including remote training, have been exhausted, where following the declaration of a state of emergency and quarantine by the Government of the Republic of Lithuania, the employer cannot provide the employee with work agreed in the employment contract and there is no possibility to do the work under the contract remotely or the employee does not agree to do another job offered
• It shall be allowed to organise: with regard to all the means of transport: examinations for the assessment of driving skills and abilities; theoretical training in driving skills and abilities remotely or by ensuring the required conditions laid down by the State Commander of National Emergency Operations for public health safety, hygiene and the provision of persons with necessary personal protective equipment; practical training in driving skills and abilities provided the required conditions laid down by the State Commander of National Emergency Operations for public health safety, hygiene and the provision of persons with necessary personal protective equipment are ensured; foreign language proficiency assessment examinations (credits) for persons applying to foreign higher education establishments, provided that there are no more than 10 participants in the examination (credit), while also ensuring at least 10 sq. m. of space per person and the distance of at least 2 m between the persons.
• Cultural, leisure, entertainment and sports establishments shall not be visited, and no services shall be provided to visitors. This prohibition shall not apply to: high-performance athletic training of the athletes who have met the requirements for the Olympic and Paralympic Games, candidates of the Olympic team, athletes preparing for the deaf championships, also for the world or European championships, and athletes of national teams or other team sports preparing for tournaments (leagues); individual sports activities, physical activity exercises (conducted by a physical activity or high-performance sports instructor or physical activity professional with no more than 10 participants, except for close relatives, adoptive parents, adoptive children, guardians, and carers), as well as to high-performance athletic training of groups of no more than two persons, except for close relatives, adoptive parents, adoptive children, guardians, and carers, provided that in all the cases at least 10 sq. m. of space per visitor and the distance of at least 10 m between people and/or groups of people is ensured; groups of no more than two persons, except for close relatives, adoptive parents, adoptive children, guardians, and carers: for outdoor leisure activities, provided that at least 10 sq. m. of space per visitor and the distance of at least 10 m between people and/or groups of people is ensured; for visits to learning and educational trails, observation towers, parks, zoos and botanical gardens located in open areas, provided that the distance of at least 2 m between people and/or groups of people is ensured; for visits to archives, libraries and museums, provided that at least 10 sq. m. of space per visitor and the distance of at least 2 m between people and/or groups of people is ensured.
• All indoor and outdoor events and gatherings shall be prohibited. This prohibition shall not apply to the outdoor events: where people stay in their cars during the event, and where there are no more than two people in the car, except for close relatives, adoptive parents, adoptive children, guardians, and carers; where there are no more than 30 participants in the event and at least 10 sq. m. of space per participant and the distance of at least 2 m between people is ensured.
• The activities of wellness and health centres offering recreational services shall be prohibited. Spas shall be free to provide only medical rehabilitation services.
• The provision of accommodation services, rent of premises and apartments and other provision thereof for short-term accommodation of natural persons may be prohibited in each municipality by a separate decision of the director of the municipal administration. Hotels and other premises shall be used for the isolation of people through an individual agreement between a municipality and an accommodation service provider or at the request of the director of a municipal administration.
• The activities of catering facilities, restaurants, cafes, bars, nightclubs and other entertainment venues shall be prohibited. The prohibition shall not apply in the following cases: where food can be taken away or it can be otherwise delivered to natural and legal persons; where catering is organised in open spaces.
• It shall be allowed to provide services at points of service, except where it is provided otherwise in other paragraphs of this Resolution, if the flow of service users and other visitors is restricted at the points of service by ensuring at least 10 sq. m. of retail space per service user or other visitor, or by serving no more than one service user at a time.
• The required conditions laid down by the State Commander of National Emergency Operations for public health safety, hygiene and the provision of persons with necessary personal protective equipment shall be ensured at points of sale and service or points of economic activity referred to in paragraphs 3.2.12, 3.2.2, 3.2.3, 3.2.6, 3.2.7, 3.2.81, 3.2.13 and 3.3 of this Resolution, whose activities have not been prohibited.
• Casinos and amusement arcades shall be closed.
• Visiting sentenced and arrested persons shall be prohibited, except their meetings with lawyers.
• Non-cash settlements are recommended.
• During the quarantine period and 14 calendar days after the quarantine period, petrol containing less than 10% of biofuels may be sold at fuel points of sale, subject to quality standard requirements. Bioethanol that has not been used for the production of biofuels will be used for medical or disinfection purposes.
• Sailing shall be prohibited on small, recreational, sports, private and conventional vessels and other floating equipment or means. When sailing in groups of more than two people, the distance of at least 1 m shall be maintained between the people (except for close relatives, adoptive parents, adoptive children, guardians, and carers) and the required conditions laid down by the State Commander of National Emergency Operations for public health safety, hygiene and the provision of persons with necessary personal protective equipment shall be ensured.

The organisation of work in educational establishments:

• The educational and childcare process as well as the educational activities in all educational establishments and day care centres shall be suspended, organising instead the remote educational process, except for pre-school and pre-primary education.

The organisation of work in health care institutions:

• Mobilising health professionals, university and non-university students and residency students and using infrastructure, irrespective of subordination.
• Operational reorganisation in managing patient flows, infrastructure and material and human resources.
• Provision of inpatient health services, where failure to provide them would result in patient’s need for medical emergency or a significant deterioration of his condition.

Provision of inpatient personal health care services:

• Routine inpatient health services (including day surgery and services provided in a day hospital), routine inpatient medical rehabilitation services, routine outpatient consultations, diagnostic, preventive and treatment health services. Outpatient medical rehabilitation services and inpatient and outpatient dental services shall be postponed and shall not resume unless the establishment, regardless of its subordination and legal form, prepares a plan for a phased resumption and provision of inpatient health services in the establishment and/or a plan for a phased resumption and provision of outpatient health services in the establishment, agrees it with the infection control specialist (if such a specialist has been appointed), and if it is an inpatient healthcare establishment specified in paragraph 8 of the Procedure for the Organisation of Coronavirus ( COVID-19) Related Health Services, approved by Order No V-281 of the Minister for Health of the Republic of Lithuania of 4 March 2020 approving the Procedure for the Organisation of Coronavirus ( COVID-19) Related Health Services - it agrees the plan with the healthcare establishment organising the provision of COVID-19-related services in the relevant area of ​​operation, approves the plan and submits it to the National Public Health Centre under the Ministry of Health. The plan shall include the institutional reserve infrastructure required for emergency medical services and routine services, along with the procedures for the management of high-risk and low-risk patient flows, the procedure for the provision of health services (service group), and the procedure for the organisation of staff work and measures to manage the possible spread of COVID-19 (coronavirus infection) in other establishments (when an employee works in other establishments too), as well as the procedure for assigning personal protective equipment to the staff and patients of the establishment according to safety levels.

Provision of outpatient health care services:

• Provision of remote services: prescription of medicines and medical aids, consultations, issuance and extension of electronic certificates of incapacity for work, consultations between physicians, referral for required medical tests, nurse consultation.
• Provision of outpatient health services, where failure to provide them would result in patient’s need for medical emergency or a significant deterioration of his condition.
• Restrictions on home care services other than outpatient nursing and palliative care services, except where failure to provide them would result in patient’s need for medical emergency or a significant deterioration of his condition.
• Reorganisation of preventive examinations and prevention programmes and military forensics performed by the units of the Lithuanian Armed Forces in charge of medical support, as well as of the specialised forensics performed by the Medical Centre under the Ministry of the Interior of the Republic of Lithuania, while providing for the management of patient flows.
• Reorganisation of routine vaccinations, while providing for the management of patient flows.

Public health:

• Postponement of measures to strengthen public health and prevent chronic non-communicable diseases.
• Postponement of public health control routine inspections.
• Postponement of other non-urgent public health measures.

• Attending all inpatient social service establishments, foster families, group and community homes shall be prohibited.
• Contacting clients of other social service establishments shall be allowed only for the purpose of ensuring the delivery of the essential social services.
• Activities in day care centres for the elderly shall be prohibited.
• To renew the temporary internal border control and to check persons entering and leaving the Republic of Lithuania at the internal border of the European Union from 14 May 2020, 18:00, until 31 May 2020, 24:00: at the international airports; Klaipėda State Seaport; at the following international border checkpoints: with the Republic of Poland: Kalvarija, Lazdijai, Šeštokai; with the Republic of Latvia: Būtingė, Saločiai, Smėlynė.
• To instruct the Head of the State Emergency Operations to lay down concrete measures for the quarantine regime, following the proposal by the responsible ministry regarding the immediate measures for the quarantine regime.
• To instruct the state and municipal institutions and bodies, as well as the institutions and enterprises of the Lithuanian national health system to submit to the Ministry of Health or its authorised body, every day by 7:00, the statistics in accordance with the list of statistics approved by the decision of the State Commander of National Emergency Operations, covering the last 24 hours and recorded by 3:00.
• To instruct the state and municipal institutions and bodies and the establishments and enterprises of the Lithuanian national health system to ensure the adoption and/or withdrawal of measures assigned to them by the decision of the State Commander of National Emergency Operations, 24 hours a day.
• To recommend all religious communities operating in Lithuania to refrain from holding religious ceremonies with a view to preventing public gatherings.
