Mission & Fields of activity

The Office of the Government is a public institution established by the Government to support in discharging Government and Prime Minister's functions. The Office of the Government is headed by the Chancellor of the Government.

To achieve the objective laid down before it, the Office of the Government shall discharge the following functions, namely:

  • scrutinise draft legislation submitted to the Government and the Prime Minister;
  • organise the preparation of information required by the Government and the Prime Minister, and provide material required for the drafting of the programme of the Government to new ministers (at their request);
  • organise and assist the Government in coordinating the implementation of the provisions of the programme of the Government, participate in the implementation of these provisions, organise the preparation of priority measures for the implementation of the provisions of the programme of the Government, and draft an annual activity report of the Government;
  • take part in initiating the reforms under the programme, and submit proposals and conclusions to the Prime Minister on the main principles of the implementation of the reforms;
  • analyse the most important processes in the country, their impact on national progress, and offer respective proposals to the Prime Minister and the Chancellor of the Government;
  • participate in the drafting of a national progress programme and Government priorities, analyse their implementation, and submit respective proposals to the Prime Minister and the Chancellor of the Government;
  • participate in the improvement of the strategic planning system; evaluate draft strategic planning documents drawn up by state institutions accountable to the Government; participate in the improvement of the monitoring of the results of the implementation of the strategic planning documents;
  • participate in the improvement of the impact assessment of the incoming legal regulation, identify priority legislative initiatives, monitor the quality of the impact assessment of these initiatives;
  • under Prime Minister’s instruction, draw up draft laws, Government resolutions and other legislation;
  • coordinate the prevention of national security threats as defined in the National Security Strategy, also the preparedness for crisis management, and the preparation of plans and measures for threat prevention and crisis management;
  • participate in the formulation of Lithuania’s EU policy;
  • analyse the most important processes happening in the European Union and in Lithuania as regards EU policies, their implementation, and impact, also the representation of Lithuania’s interests in the European Union, preparation for the Presidency and the Presidency of the Council of the European Union, and submit relevant proposals to the Prime Minister and the Chancellor in this regard;
  • participate in the preparation of the position of the Republic of Lithuania on issues discussed in the European Union institutions;
  • participate in the preparation of the strategic priorities of Lithuania’s participation in the European Union, and of the Government’s annual EU policy programme;
  • participate in overseeing the use of the EU and other international support;
  • assist the Government and the Prime Minister in supervising and coordinating the activities of the representatives of the Government;
  • organise the preparation of a list of Government-submitted draft laws and draft resolutions of the Seimas of the Republic of Lithuania (hereinafter ‘the Seimas’) for the respective year (annual legislative plan), and organise the preparation of Government’s draft proposals for the work programme of the Seimas session;
  • within the relevant remit and in the manner prescribed by law, organise the representation of the Government in courts;
  • help organising official visits to the Republic of Lithuania;
  • organise and provide technical support for Government sittings, Government meetings, and meetings of the representatives of ministries (vice ministers or chancellors);
  • keep record of draft Government resolutions, Government decisions, laws and other legislation of the Seimas submitted by the Prime Minister, ministers, municipal councils and other entities authorised in this respect by law; in the manner prescribed by the Rules of procedure of the Government, submit them for deliberation at the meetings of the representatives of ministries (vice ministers or chancellors), Government meetings, Government committees, and Government sittings;
  • organise the formalisation and publication of Government resolutions adopted at Government sittings, and Government decisions and other legal acts adopted at Government meetings, and Prime Minister’s ordinances in accordance with the procedure laid down in the Rules of procedure of the Government;
  • perform expert examination of the translation of Government resolutions, Government decisions, Prime Minister’s ordinances, international agreements and drafts thereof, ECHR judgements and UN HRC decisions in cases against Lithuania, and certify the authenticity of translation;
  • organise handling and record keeping of documents received and sent by the Government, the Prime Minister, civil servants of Prime Minister’s political (personal) confidence at the Office of the Government;
  • organise handling and record keeping of legislation adopted by the Government, the Prime Minister and the Chancellor of the Government, archive the signed Government resolutions, Government decisions, and other Government legislation, Prime Minister’s ordinances, also the minutes of Government sittings, Government meetings, and meetings of the representatives of ministries (vice ministers or chancellors), and other archival material;
  • handle records of tasks given by the Government, the Prime Minister, or the tasks delegated by the Chancellor of the Government under Prime Minister’s delegation, oversee and follow up their execution, provide information on the tasks and their execution to relevant ministries, government agencies, other authorities, and to the Chancellor;
  • provide technical and day-to-day support to civil servants of Prime Minister’s political (personal) confidence, Prime Minister’s voluntary advisers, Government committees, the Petitions Commission of the Government, also Government commissions and Prime Minister’s working groups in the cases specified in the Government Rules of Procedure;
  • deal with individual enquiries addressed to the Government, the Prime Minister, and the Office of the Government, organise individual meetings with members of the Government, including in the regions, examine, within the established procedure, requests and complaints received, summarise issues raised in requests and complaints, regularly brief the Prime Minister and the Chancellor in this regard, make suggestions on how to address these issues, also look into and respond to inquiries submitted on the website ‘eCitizen’ of the portal ‘My Government’ (http://epilietis.lrv.lt/);
  • organise and coordinate public information on Government activities;
  • tasked by the Government, implement the rights and obligations of the shareholder or owner of public agencies, and the owner of budgetary institutions, and perform other functions provided for by law, Government resolutions and other legal acts.
